Peter was the 4th son born of Jonathan Tarbell (1726-1788) and the 3rd of 5 children born of Jonathan and his 2nd wife Anna Gilson (1722-1768), widow of Thomas Patch of Hollis, New Hampshire. Peter's siblings were: John (bapt. 1753), Reuben (1755-1829), Jonathan (1757-1826), Mary, Isaac (1763-1841), and Sarah.

By the time Peter was of the age of 11 years, his father was residing in Chester, Windsor County, Vermont where his father was a road commissioner.

From October 23rd to November 4th, 1780, Peter served 13 days, as one of two Corporals, in Chester, Vermont's Militia Company commanded by Ensign William Hoar.

In the 1790 US Federal Census taken in Vermont in 1791, Peter was enumerated in Chester as Head of a Family with 1 white male of 16 years and upwards, 1 white male under 16 years, and 3 white females.

Peter's wife's name "Frethel"appears on the Rockingham, Vermont church records where also their 1st son "Joseph" was baptized, July 21, 1785.

In the 1800 US Federal Census, Peter was enumerated in Grafton, Windham County, Vermont as the Head of a Family with 2 White Males under 10, 1 White Male 10 thru 15, 1 White Male 26 thru 44, 1 White Female under 10, 2 white females 10 thru 15, and 1 white female 26 thru 44.
