Florence was the sixth child born to Battista and Carolina Pesanti on their homestead at Homestake, Jefferson County, Montana. Shortly after Florence was born, the family moved to North Walkerville - just north of Butte.
Florence and her sisters helped raise the younger children. She went to work for a time at the Hansen Packing Plant. After graduating from high school, Florence attended the Butte Business College. When she finished that school, she was hired by the government and moved to Washington D.C. where she met and married Anthony Del Popolo I. Together, they had five children; John, Anthony II, Mary and twins, Paul and Stephen.
Florence's religion and family were her priorities in life.
