U.S. Congressman. Working as a telegrapher (1914-17), during the World War I, he served overseas as a chief radio electrician in the U.S. Navy (1917-19). After the war, he engaged in the security-brokerage business in Philadelphia (1921-35) and was the deputy insurance commissioner of Pennsylvania (1935-37). In 1937, he was elected as a Democrat to the Seventy-fifth Congress and to the next four succeeding Congresses, serving until 1946. Not a candidate for re-nomination, he served as chairman of the Democratic county executive committee (1946-48), collector of customs for district No. 11, Port of Philadelphia (1948-53), deputy managing director, City of Philadelphia (1953–55), chairman, Board of Fair Labor Standards, City of Philadelphia, (1954-62) and a member of Pennsylvania Navigation Commission, (1954-64). After leaving politics, he lived in retirement until his death at age 82.
