Revolutionary War Continental Army Officer, subsequently a Continental Navy Officer, and a US Congressman from New York. He was appointed a Captain in the Continental Navy in 1779, and commanded the privateer "General Washington" until it was captured by the British. In 1792 he was elected as a Federalist to represent New York's 10th Congressional District in the United States House of Representatives, serving from 1793 to 1794. In that year he was commissioned as a Captain in the newly established United States Navy, one of six naval men to be so commissioned. He supervised the building of the frigate USS President and commanded the USS Constitution from 1799 to 1801, during the Quasi War with France. He has a cenotaph in his hometown of Dighton, Massachusetts in the Unitarian Church Cemetery.
