He was born in Quinlan, OK, to the late William Oscar and Clara Eva Atkins Mullins. He graduated from Quinlan High School. He enlisted in the U.S. Navy and served on the U.S.S. Hornsb. He married Leveda Erlene Stevens on July 23, 1946, in Medicine Lodge, KS. They made their home in Waynoka. He worked as a crew clerk for the Santa Fe Railroad. He also farmed and ranched. He was an active member of the Waynoka First Christian Church, serving on the board. He was active in his community held with Saddle Club with the snake hunt, giving tours for the historical society. He was preceded in death by one son and one sister. He was survived by his wife; two sons, Irvin Allen Mullins and Michael Kelly Mullins; one sister, Leona Rickman; 11 grandchildren; 22 great-grandchildren; and an extended family of relatives and friends. His funeral was held July 22, 2008, at Waynoka First Christian Church with The Rev. Aaron Nutter and The Rev. Mike Paddy officiating.
