He was born in Memphis Tennessee to Ira Scott Sr. and Desda Hatler Scott July 31, 1927. He grew up in Paris Tennessee where he went to Atkins Porter Elementary School and to Grove High School where he played football. His schooling was interrupted by a stint in the U. S. Navy Reserve where he served from July 1945 to July 1946. He was in the occupational forces of Japan during that time.
He was discharged and came home, working for his dad in the Scott Construction Company until he got into real estate and other various enterprises during his business career.
He married Helen McElhiney in 1949 from McKenzie, Tennessee. They divorced in 1967. He remarried to Linda Mandrell in 1973. They divorced in 1979.
