John was the only child of Michael Howard and Elizabeth Harrison Harvey. His mother died when he was six days old.

He had nine half brother/sisters from his father's second marriage. His step-mother's name was Charlotte Amelia Lovin. These siblings include: William Oliver, Albert V., James Elias, Nancy Jane, Arthur Sherman, Julia Etta, Elizabeth, Charles Howard and Margaret Harvey.

When he was five, his family traveled from Indiana to Missouri (some went on to Kansas) by covered wagon.

On March 5, 1876, he married Anna Elizabeth Tingle. They had six children: Rosa Mae, Bertha Alma, Minnie Josephine, Oscar Tingle, Alfred Howard, and Thomas Alonzo Harvey.

Ten years after the death of Anna, on July 4, 1904, he married Marry Ann Sellens. They adopted a son, Harry.

He was a farmer by trade.

He was a member of the Methodist faith.
