Roscoe was born to Leslie and Letha (Royer) Eddington in Huntsville, Illinois. He lived most of his life in the Macomb area, was a farmer, and worked at McGraw-Edison. He served in the United States Coast Guard. Roscoe attended Tennessee Temple Bible School in Chattanooga, Tennessee. He married Pauline Harwick on September 2, 1944. Roscoe had a good testimony of salvation through the blood sacrifice of Jesus Christ, and was a member of Victory Baptist Church, Macomb.
