Hezekiah Briscoe was born in Hemp Ridge, Kentucky in 1846. He was the son of Hezekiah Briscoe Sr. and Rachael McClain and was the Grandson of James Briscoe Jr. and Elizabeth Carriss, and Thomas McClain and Elizabeth Besty Gray. By 1850 Hezekiah and his brother James William Briscoe (b 1842)were orphaned and were living with their uncle and aunt William and Sarah McClain in Shelby County, Kentucky.

Hezekiah married Mary Jane McMannis on 4 December 1868 in Sulivan County, Indiana. The children born to this marriage were: Esther Josephine (1872), John McClain (1875), Mamie (1879), Enoch (1882) and Carl (1885).

Hezekiah died in Fort Worth, Texas from consumption in 1893. He is buried next to his Grandson James Edward Large in the old Oakwood Cemetery in Fort Worth, Texas.
