William R. Biggs, a retired banker and economist and member of the "inner circle" of friends and advisers to Senator Hubert H. Humphrey when the Minnesota Democrat was his party's nominee for President in 1968, died suddenly yesterday at New York Hospital. He was 73 years old and lived in Washington.

Mr. Biggs was associated with the Bank of New York from 1931 until this year, having been its chief investment officer, an executive vice president and a director.

In World War II, he was vice chairman of the War Department's Price Adjustment Board and later was a United States delegate to the United Nations Economic and Social Council in Geneva. He had been chairman of the executive committee and a trustee of the Brookings Institution. He was also a trustee of the retirement fund and the American Red Cross and was on the board of National Missions of the United Presbyterian Church here.

Mr. Biggs was a director of many companies, including Atlantic Mutual Insurance, the American Security Corporation, Garfinckel & Co., the North American Reinsurance Corporation and Rand McNally & Co. He also was an investment adviser to the Ford Foundation.
After graduating from Yale in 1922, Mr. Biggs took postgraduate courses at Cambridge University. His clubs included the University and India House in New York, and the Cosmos, Chevy Chase and Metropolitan in Washington.

Surviving are his widow, the former Georgene Williams, and three sons, Barton M., Jeremy H. and Christopher N. Biggs.
