Frank was born in 1947 to Marcellus and Helen Blanchard of Fort Hunter.
After attending Amsterdam High School, Frank became alumni of FMCC and SUNY Brockport, later serving as a high school biology teacher and department chair in Gloversville and retiring in 2002.
Survivors include Frank's brother John, nephew and nieces William, Susan (Steven) and Jessica (Nathan), sons Andrew (Joann) and Kenneth and their mother Arleen, and grandchildren Jason (Emily), Julianne, and Jamie.
Frank is also remembered by a network of friends and fans through his decades of achievement and leadership in numerous local automobile racing groups in New York and Florida, as a driver, mechanic, and organization president.
Frank attended Fort Hunter United Methodist Church, owned and managed three apartment buildings locally, and served in Fort Hunter's volunteer fire department.
Frank enjoyed following current events in the news, as well as watching historical and military themed movies, and traveling extensively throughout the United States by car in addition to his enthusiasm for boat travel on the Erie Canal and ocean cruises.
