He was born October 29, 1942 in Adair County, to the late Charlie and Julie Hawkins Bybee. Billy was a retired electrician having owned and operated Bybee's Electric Service and a member of Church of Christ.

Two daughters – Ginger Eaton (James) of Columbia and Beverly Smith (Bobby Coffey) of Columbia
One sister – Ethel Bybee of Edmonton
Six grandchildren – Emily Smith of Columbia, Whitney Smith of Pineville, Logan, Kayla and Sophie Eaton of Columbia and Dawn Reliford of Columbia
Graveside service – Monday, December 4, 2023 at 1:00 P.M. at Columbia Cemetery with burial to follow
