Born January 22, 1948 in Winchester, VA, he was the son of the late Earl Norman Ballenger and Anna Belle Longerbeam Ballenger.
He was of the Christian faith.
He was a veteran of the US Army and earnest partriot.
Earl was a 13 year employee of the CIA and retired from Jefferson County law enforcement with 30 years of service.
He is survived by his loving companion of 28 years, Kay Dodson of Millville, WV; three step-children, Arthur M. Dodson, III and wife, Wendy of Leetown, WV; Kelly Osborne and husband, Darren of Spring Mills, WV; and Michael T. Dodson and wife Anita of Leetown, WV; five grandchildren, Major and Dalton Dodson, Bailey and Graclyn Dodson and Noah Osborne and one niece, Michelle Ballenger of Harpers Ferry, WV.
