Bert was born in Milam County, Texas Dec 9, 1903, the second of 8 children to Thomas Claude and Annie Taylor Westbrook. He grew up on a farm and took up barbering before he finished high school. Put himself through college, got his teaching certificate. Was principal of the Alamo Elementary School in the 30's. Married Jessie Grace Evans, had 2 daughters, changed professions. Became part of the Secret Service when FDR was in office. Had 2 more daughters. Changed professions again, worked on the mail trains as a railway mail clerk through the 40's and into the 50's. Retired from that and went back to teaching in the Pharr-San Juan-Alamo Independent School District for several years. Barbered in the afternoons after school and on Saturdays. After retiring Bert researched his family history tracing it back to the Revolutionary War and subsequently became a member of Sons of the American Revolution.
