Charles Merton Adams, Jr. was born on 21 October 1899 in Pennsylvania. He entered the U.S. Military Academy on 14 June 1918 and graduated with a B.S, degree in the Class of 1920. He was commissioned as a Second Lieutenant of Infantry in the U.S. Army on 2 July 1920. In 1921, he attended the Infantry School Basic Course at Camp Benning, GA.

Adams was a graduate of the U.S. Army Command and General Staff College. In 1943, he graduated from the Army and Navy Staff College (ANSCOL). ANSCOL conducted a highly-successful four-month course that was established to meet the immediate needs of war by training officers for joint command and staff duties.

On 24 December 1941, Major Adams was promoted to Lieutenant Colonel (AUS). On 20 August 1942, he was promoted to Colonel (AUS). Colonel Adams served as Commanding Officer, 273rd Infantry Regiment, 69th Infantry Division in 1944-45. The 69th Infantry Division and its attached units was the first Allied unit to meet up with the Soviet Army. This linkup, on 25 April 1945, is often referred to as the day when "East Met West."

Only 91 men were involved, including two men that were not from the 69th Division. All of the 69th men were from COL Adams' 273rd Infantry Regiment. The 91 men were on what were termed "patrols" when the linkup took place.
