Francis Gullion was born in Decatur County, Indiana to Thomas & Sally Ann (Miller) Gullion in 1827. He was married to Elizabeth Anne Cottingham in Rush County, Indiana on 29 September 1849. They had one child, Mary Jane (Gullion) Robertson and moved to Howard County, Indiana in September of 1850. About 1852 his wife died and he married Amanda Smith on 29 August 1853 in Howard County, Indiana. By 1860 he had only $15 in personal property and was working as a day laborer. In 1870 he was living in Harrison Township in Howard County and had no real estate or personal property. Francis and Amanda had 7 children with only 3 living to adulthood. His second wife, Amanda, died shortly after the birth of their last child, Elmer, in December of 1873.

Although there is no paper trail, it is assumed Francis Gullion died in 1879 in Howard County and is buried with his two wives, parents and grandfather at Twin Springs Cemetery. Several of his grandchildren stated that Elmer came to live with his oldest half-sister, Mary Jane (Gullion) Robertson when he was 5 years old after his father, Francis, died. The 1880 Federal Census has all of Francis Gullion's minor children living with the Robertson family and Francis does not appear in the 1880 census.

WARNING to genealogists. A second cousin to this Francis Gullion is also named Francis L. Gullion. He was born to John Gullion, the son of Robert Gullion a brother to the John Gullion buried at Twin Springs, in Switzerland County, Indiana in 1819. He would also move to Howard County in 1852 and married a second wife, Elizabeth Rayl, on 13 March 1854 in Howard County. Elizabeth Rayl was the daughter of Levi Thomas & Susannah (Gullion) Rayl.
