Carl Ballinger is the son of John William Ballinger and Maud Askins, and the grandson of William Granville Ballinger and Samantha Clayborn. Like other Ballinger and Clayborn family members before him, he served in the military and saw action in the U.S. Army during World War II.
After returning from combat, he married Dolores Palmer, a lifetime resident of Sallisaw, OK, who is the daughter of former housing contractor Duff Palmer and Pearl Emma Pryor Palmer, former resident of Harmony and Clarksville, AR. Dolores's great-grandmother, Louisa Wade Palmer, widow of William Palmer, was a pioneer of Sequoyah Co, crossing the frozen Arkansas River in a wagon and moving into Indian Territory in the 1880's. Her grandfather, William Walker Palmer, began the enterprise of transporting the mail and passengers (then located south of Sallisaw) to and from the train station. These same grandparents, W.W. and Sarah Elizabeth Walden Palmer, were pioneers of Sallisaw, moving their business with them when the town moved to its present location. Her uncle, Sebastian Palmer, was an architect and engineer, building the Sallisaw Dam and designing the Depot (Sallisaw Library).
Together Carl and Dolores raised three children and taught them their principals of Truth, Worship, and Dedication to family and community. They have helped to develop Sallisaw and continue to work tirelessly for others. Dolores is a former teacher, and Carl owned and operated a service station, then shortly after he became Court Clerk for Sequoyah Co., OK. Later he owned an auto dealership in Sallisaw, OK.
Much of his life has been dedicated to the service of others, including the following veterans' organizations:

2) He chartered the Military Order of the Purple Heart in Oklahoma
