Murder Victim.

Kelly was born the daughter of Carol Hugall, but lived with her father in Pasedina, Maryland, until 1984. She went to live with her mother and step-father for the summer in Jackson, Michigan, and was looking forward to going to California to attend school there and live with her great-aunt. She was a typical 13-year-old, described as somewhat 'feisty' who liked drinking Tang, loved Michael Jackson, and whose favorite color was purple. She loved to play with her little sister, Kristen, and enjoyed riding her red three-speed bicycle. She was last seen riding her bike near home, when she disappeared. Her step-father, Leonard Victor Hugall, reported her as a missing runaway. A man with a long history of violent behavior and child molestation, police immediately suspected him of foul play, but he refused to cooperate and no other evidence was found to convict him. He was arrested on other murder charges in 1993, and finally confessed to Kelly's murder in 2006. DNA blood evidence supported his confession. Although efforts to locate Kelly have been made, her remains were never found. This is her only place of remembrance.
