Wayne moved to Bakersfield with his wife, Dorothy, in 1943. From 1946-1984 he was known for his outstanding contributions and service to the Kern County Health Department in the field of Environmental Health and was a supervisor to the food program. He was active in the community and music theatres, the 6o+ Club at CSUB, and in his church.
His wife survives him, his children, Richard Chapman and Joanne Tomlin; grandchildren, Paul Tomlin, Tammy Domras and Sarah Marks; great grandchildren, Katelyn and Zachary Domras; his brothers, Kenneth and Lloyd Chapman; sister, Elena Bennett.
