James attended Iowa State University, and went on to receive his degree in business administration from the University of Iowa.
He married Sally Ann Stout on August 20, 1960, whom he'd known since he was five years old.
He received his Juris Doctorate law degree with honors from Drake University in 1963.
He served in the US Air Force JAG Corps for four years, and then began his career with the Department of Energy. He retired in 1994, went on to establish his own consulting group.
James loved the Lord and dedicated his life to Him, and the service in the Church of Christ. He served as an elder, and had a generous heart to everyone he knew.
He had a zeal for life, cherished his family and friends, and enjoyed a nice strong cup of coffee. He never turned down a cookie.
After his passing, he was joined just four days later by his best friend and devoted wife, Sally Ann (Page), on February 13, 2023.
James is survived by his son, Timothy Stout (Daniel Falcone); daughter, Ellen Steele (Jack), and daughter, Pamela McCaskill (Marc); his grandchildren: Jacoby Steele (Salena), Kaily Jones (David), Leah Hersey (Nathan), and Emma Register (Daniel); and five great-grandchildren: Silas, Eli, Jeriah, Liam, and Evelyn.
