Carol Allen Skinner, 92, passed away on April 20, 2023, at home surrounded by her family. She was born on January 6, 1931 to the late Glover B. and Rita Mae Allen in Norfolk County, Virginia. Carol was preceded in death by her husband Charles P. Skinner; long time companion Donald E. Tilton; brothers, Ray, Bill, Frank and Ronnie Allen and sisters, Cassie O'Brien, Dorothy Swanner, Thelma Montgomery and Catherine Craft.

Carol was a Virginia Beach native. She retired from C & P Telecommunications after 30 years, where she worked as an Information Operator. Carol was a kind, loving, generous Mother, Grandmother and Great Grandmother. She always carried herself with elegance and class. She loved the beach, dancing and traveling.

Carol is survived by her daughter, Krista R. Arney and husband Tommy Arney; grandchildren, Ashlee Baynes and husband Jeremy Baynes; Ryan Arney and wife Holly Spence; and great granddaughter, Rylee Brooke Baynes. She will be deeply missed and live on in the hearts of family and friends for the generosity she has shown through her life.

A graveside service at 2:00 PM at Woodlawn Memorial Gardens, 6309 E Virginia Beach Blvd, Norfolk, Virginia 23502.
