William "Billy" Wagner moved from Winchester to this area and homesteaded 160 acres of land here on the Cumberland Plateau. He was issured Homestead patent number 12761 on July 3, 1902 for the E1/2 - NW, the NE-SW and the NW-SE of Section 17, T1S, R7E.

In the 1880 census in Franklin County, in homes number 170 and 171, Billy and wife Sarah also have in the home, Elizabeth Nabors 62 , Martha Nabors 48 (129378697), John Nabors 16 and Sarah Nabors 18.

Billy and Sarah married on November 26, 1879.
