Bill was born in Big Spring, Texas on October 28, 1938, to Layla and Earl Evans. He married Judith Butler in Dallas, Texas in 1961.

Bill graduated from Big Spring High School and went on to attend North Texas University where he received his bachelor's degree and his master's degree in music. He also served in the United States Army.

Bill was a music professor at West Texas A&M University, teaching and performing for 43 years. He was also an accomplished composer with works for solo, ensemble, liturgical, and theatrical performance. His love of music was a lifelong passion, finding many forms of expression from transcribing a favorite recording as a gift, composing/arranging music for get-togethers with friends, developing practice pieces for his grandchildren, or setting favorite poems to music.

Service to his community, church, and friends was important to Bill. He was an active member of the Kiwanis Club and freely donated his musical gifts to the church. He also loved inventing word games, which his friends have enjoyed and passed down over the years.

He is survived by his wife, Judith Evans, of the home; daughters, Shavawn Parduhn (husband Charles), Katherine "Kit" Ciura, and Jocelyn Carrillo (husband Abel); grandchildren, Angela, Lawrence, Nicholas, Kathleen, Marla, Evan, Benjamin, Keegan, Sophia, and Andra; and five great-grandchildren.
