Arthur Capell was born on 5 August 1868 at 21 Crown Street in Hindpool, Barrow-in-Furness, Lancashire, England. On 30 August 1868 he was given a name and a blessing by his father William Capell in Barrow-in-Furness, Lancashire, England.

On 3 April in the 1871 census, he was listed as the son of William Capell at 21 Crown Street in Hindpool, Barrow-in-Furness, Lancashire, England. He was listed as Arthur Capell, male, aged 2, a child, and born in Barrow, Lancashire.

In England all the Capell children received a smallpox vaccination. After vaccination Arthur came down with either smallpox or had a severe reaction to the vaccination, which caused him to be very frail and to continuously have seizures or epileptic fits. His elder brother, Alfred, also vaccinated, came down with smallpox and died as a result. Because of this, their brother Joseph was a stanch anti-vaccinator and refused to allow his children to be vaccinated.

In 1873, at the age of 5, he emigrated with his father to Farmington, Davis, Utah Territory, United States. On Wednesday 22 October 1873 Arthur departed with William Capell on the SS Idaho from Port of Liverpool in Liverpool, Lancashire, England. On Tuesday 4 November 1873 he docked with his father, William Capell, on the SS Idaho at the Port of New York in New York, New York, United States. On 14 November 1873 he arrived with his father, William Capell, by the Utah Central train at 11:00 a.m. in Salt Lake City, Salt Lake, Utah Territory, United States. The journey took 23 days. They settled in Farmington, Utah, where his great-uncle, Thomas Wise, and family were living.

In 1876, at the age of 8, Arthur moved with his family to Marsh Valley, Onieda, Idaho Territory, United States. On 26 June 1880 in the 1880 U.S. Federal Census, Arthur Capell, son of William Capell and wife Rose Emma Bailey, has not been identified.

On 6 July 1882 he was baptized by George Dunford a member of the Church of Jesus Christ of Latter-day Saints in the Marsh Valley Ward in Marsh Valley, Onieda, Idaho Territory, United States. On 6 July 1882 he was confirmed a member of the Church at Marsh Valley Ward in Marsh Valley, Onieda, Idaho Territory, United States.

On 9 September 1885 Arthur Capell died aged 17 years, 1 month, and 4 days in Garden Creek, Oneida, Idaho Territory, United States. Concerning Arthur's death, Rebecca Violet (Capell) Gunter of McCammon, Idaho, said that the Capells obtained their water from Garden Creek off a large rock at the side of the creek. Arthur, being weak from the effects of smallpox, was not expected to do much work. His mother apparently picked up a water bucket to get water. Arthur jumped up and said, "A big boy like me and my mother is not going to get the water." He took the bucket and went down to the creek. When he did not return, he was found drowned in the creek. They figured that he had had a seizure and had fallen into the creek and drowned.

He was buried in a currently unmarked grave in Marsh Center Cemetery in Marsh Center, Bannock, Idaho, United States. In 1986 Rebecca Gunter stated that Arthur was buried next to his nephew, Joseph Hyrum Capell, in an unmarked grave just outside, but near, the present-day Marsh Center Cemetery, Marsh Center, Bannock County, Idaho. This was told her by her brother, Erastus "Rasty" Thomas Capell. She pointed out this area to me once in the cemetery. — Thomas Kryssbek
