Thomas Andrew Mangum was born to Henry T. Mangum and Lillian M. Jones (Mangum) on July 7, 1934 in Fuquay-Varina, NC. Thomas was married to Katie Frances Burrows from September 1953 until her death in December 2006. He was then married to Mildred Mary Barry from May 11, 2013 until her death in September 2018.

Thomas served in the United States Air Force as a Technical Sergeant and was a Korean War Veteran. He moved to Port St. Joe, Florida in 1969, when the United States Air Force transferred him due to a death in the family. When he retired from the Air Force in February 1972, he began working for the St. Joe Telephone Company, and retired from there in July 1996. Thomas was a life member and a deacon of Highland View Baptist Church. He was an interim pastor at the White City Baptist Church and he has been attending Clarksville Baptist Church for the last 4 years.

He was preceded in death by his first wife, Katie F. Burrows, his second wife Mildred M. Barry, his sister, Norma Mangum; his granddaughter, Sara K. Hayden and son-in-law Vicky Welch.
