"He was a Mason and initiated into the fraternityin Eastern Lodge #7 A.F. & A.M. in Eastport as an entered apprentice on June 8, 1987, passed to the degree of Fellow Craft on September 14, 1987, and raised to a master Mason on November 22, 1987. He enjoyed planning meals and really liked calling his brethren for food donations for occasions. He was and will be greatly missed." -Eastern Lodge #7 A.F. & A.M.

Rocky held various positions on the Eastport City Council, including president. He was also a former representative to the Washington County Council of Governments. Rocky was a longtime employee of the Passamaquoddy Water District.

He was an avid outdoorsman, with hunting at the top of the list.

"Rocky was a great guy with a heart of gold. He had a wonderful sense of humor amd was a wicked good sport. I think back to the Polar Bear Dip when he wore that pink tutu in memory and in honor of his dear Hubba. That took a lot of courage and was filled with love. Rocky always had a smile and a kind word for everyone. He was the kind of guy that always wanted to lend a hand. He was a giving man, and it was genuine. Rocky was loved and he will be missed by many." -Tessa Ftorek

"Rocky was a very dear friend and co-worker. Some of us were close enough to be considered family. He was a character for sure and was always good for a few laughs. Rocky was known for offering up a helping hand when and where needed. Certain it is that we all share a good number of memories of him and that he left us with many. May we cherish and share them." -Ella Kowal

Rocky is survived by his four sons, Roscoe "Sonny" Archer IV and fiancee Loraine of Alaska, David Archer and fiancee Leslie of Virginia, John Archer and wife Alison of Maine and Spencer Archer of Maine; three stepsons, John Surles and wife Kim of Maine, Christopher Surles of Maine and Aaron Surles and wife Kristy of Maine; 14 grandchildren, Roscoe V, Samuel, Dylan, Jeremy, Izyck, Blake and Kendall Archer, Dalton, Logan, Jack, Braydi, Jaycee, Keason and Layni Surles; four sisters, Jacqueline Crocker, Sapphire Reedinger, Beth Wheaton and Roxanne Fogg; a brother, Clayton Archer; and many friends and relatives, including Howard and Linda Johnson, Robert and Marilu Scott, Tessa Ftorek and Ella Kowal.
