U.S. Congressman. He served in the United States House of Representatives from the 4th District of Georgia from January 3, 1975, to January 3, 1985. He attended Emory University and earned his Juris Doctor from the university. Later, he received a Master of Laws degree from Oxford University in England in 1958. He was admitted to the Georgia bar in 1955 and commenced practice in Atlanta. From 1955 to 1958, he served in the United States Air Force. In 1964, he was elected to the Georgia State House of Representatives and went on to serve in that legislative body until 1974. In 1974, he, as a Democrat, ran for a seat in the United States House of Representatives and was successful in the November general election against Republican Rep. Benjamin Blackburn. He went on to serve five terms before losing a re-election bid in 1984 to Republican Patrick Swindall. After leaving Congress, he went back into the legal profession.
