Elbert William was the youngest child of George Henri Bogart and Josephine Frances P. Duncan Bogart. Though his gravestone proclaims his birth as being in 1898, old family records show his birth occurring in 1897.

Elbert was married first to Helen Vice. Helen was the daughter of George and Rosa Elledge Vice. Elbert and Helen were eventually divorced, and on May 20, 1939, Elbert and Pauline A. Wellman were married.

Elbert had no children with either wife.

Elbert served in the Navy during World War I and achieved the rank of Major in the U. S. Army Air Forces during World War II.
