The son of Hezekiah & Rebecca Peifer (Beaver) Garvin, he is not found in the 1860 census and could have been a resident either of Franklin County, Pennsylvania, or Washington County, Maryland, although his family then was residing in Antrim Township, Franklin County. By 1865, he stood 5' 5" tall and had light hair and gray eyes.

A Civil War veteran, he enlisted at the stated age of seventeen as a substitute for his brother Hezekiah and mustered into federal service at Chambersburg March 7, 1865, as a private with Co. H, 79th Pennsylvania Infantry. He arrived at the regiment in Goldsboro, North Carolina, on March 27, 1865, shortly after the regiment's final battles at Aversboro and Bentonville had concluded. He honorably discharged with his company July 12, 1865.

He married Emma S. Stine February 12, 1878, in Waynesboro, Franklin County, and fathered Ellen (b. @1879) and Leslie Cleveland (b. 07/30/84). He died at his home.
