William was the son of Moses Blackwell, Jr. and Rebecca Walter. He had 14 siblings. He married Mary Jane Overstreet on October 3, 1861. They had one child, John William Blackwell (1862-1924).

William died of typhoid in Richmond (where he was originally buried in Hollywood Cemetery), as did his brother Thomas. He is buried next to his brother and father. His marker indicates that he was a PVT CO A 63 VA INF, C.S.A.
