Born Jan. 8, 1906, in Highland, Ill., he received his bachelor's degree in 1928 and his master's degree in 1933, both from the University of Illinois. He was retired from the University of Illinois, where he was professor of engineering, and he was executive director of the American Society of Engineering Education, his family said. He was also a member of Rotary International.
Surviving him are his daughter, Kathryn J. Collins of Atlanta; his son, William W. Collins of Baltimore; two granddaughters; and extended family.
He was preceded in death by his wife, Anita W. Collins; his sister, Verna C. Milstead; and his brother, Curtis A. Collins.
