Navy officer. Head of the Maritime Department in Mozambique, Commander of the Margarida Vitória minesweeper in the defense of the Junta of the port of Leixões and Barra do Douro, republican senator for the Algarve (1918). He was also part of the Colonies Commission for the review of dictatorial decrees published until the opening of Parliament. He was the father of Maria Júlia (1905-1997), Fernando António (1907-1972), Eduardo Victor (1909-1970), Sidónio Alberto (1913-1934), Armando Rui (1916-1999) and Maria Teresa Cerqueira da Silva Pais (1917-1999).
