Thurman E. Garner, 77, of rural Tampa, died yesterday afternoon in a local hospital. A native of Effingham, Ill., he had been a resident of Tampa for the last 31 years. Mr. Garner had been active in the Palm River Baptist Church and the Goodwill Baptist Church. He is survived by two sons, Ivan D. Garner, Terre Haute, Ind., and J. Truman Garner, Effingham, Ill.
