A descendant of the United States Supreme Court Chief Justice John Marshall, she was born November 20, 1906 in Carroll County, Virginia the daughter of Henry Madison and Allie Bertha (Jennings) Marshall.

The family moved to Annawan, Illinois where she graduated from High School in 1927.
She married George W. Moon February 29, 1928 in Annawan. He preceded her in death in March 23, 1991. She was also preceded in death by four brothers, three sisters, a granddaughter and a great-great granddaughter.
Surviving are four sons Dean (Doris) Moon of Estero, Fl., Dale (Shirley) Moon of Port Charlotte, Fl., Rev. Dwaine (Beverlee) Moon of Torrington, Ct., Darrel (Beverly) Moon of Kewanee, Il., twelve grandchildren, twenty eight great grandchildren, five great-great grandchildren and three step great-great grandchildren.
Oka was baptized as a member of the First Baptist Church of Kewanee in 1941. She was a member of the FLS Sunday School and Wawtabt Sunday School classes. She was involved in many aspects of service to the church and was named Deaconess Emeritus.
Oka worked in the Wethersfield Schools cafeteria for nineteen years. She loved flowers and gardening, crocheting, cooking for and spending time with family.
Burial will be in Evergreen Memorial Gardens, rural Kewanee.
