Richard is the son of Jacob Perry & Mary Susan "Mollie" (Emerson) Foltz. He married Clara Viola Beahm.

Obit: Daily News-Record (Harrisonburg, VA) - Monday, December 4, 1995 - Richard Lee Foltz, 87, Stanley, died Nov. 30, 1995, at the Life Care Center in New Market, where he had been a resident since August. He was born in Page County July 6, 1908, son of the late Jacob and Mollie Emerson Foltz. Mr. Foltz was a self-employed farmer and member of the St. Paul's Lutheran Church in Shenandoah.
His wife, Viola Beahm Foltz, died earlier. Survivors include one daughter, Betty Tate, Florida; one brother, Leonard Foltz, Stanley; one sister, Dorothy Louderback, Harrisonburg; a half sister, Flossie Foltz, Luray; three grandchildren; and four great-grandchildren. The family will receive friends 6-8 p.m. Saturday at the Kyger Funeral Home in Shenandoah. The funeral will be held at 2 p.m. Sunday at St. Paul's Lutheran Church, with burial in the church cemetery. Services will be conducted by the Rev. Henry Liskey.
