Percy Oliver was a long time resident of Chicago, Illinois. In 2015, he lived in Beloit, WI with a room mate on Grand Avenue. An incident occurred between the two which resulted in the death of the room mate.
During his time in the Rock County Jail, Percy was regarded by Inmates as polite and funny. He was always polite to his cell mates and was often known to share his canteen with others on the medical wing. Often to the point where other inmates had to make sure he wasn't taken advantage of. He enjoyed listening to music by "The Commodores" with unit's tablet. He served most of his time in the medical wing. As the case progressed and time went on, Percy began suffering from muscle atrophy and could no longer walk with a cane or use a wheel chair. As the case proceeded further towards trial, Percy was confined to a hospital bed within a solitary room in Rock County's medical wing; no longer able to walk on his own or feed himself. He would require assistance from a nurse to write letters or use the bathroom.

Percy bravely fought his case in court for the remainder of his life and was sentenced to 15 years in 2019. In July of 2021, the Wisconsin Court of Appeals affirmed his conviction. He died 3 months later in the infirmary at Dodge Correctional Institution in Waupun, Wisconsin.
