Harvey was born in Brookfield Township, LaSalle County IL. He was the son of George W. and Judith (Bennett) Harrington. He married Marcia E. Jenkins (b.1866 d.1941) on September 16, 1888 in Leavenworth, Brown County MN. He had one son, Halsey Ormand (b.1893 d.1986).
