Raleigh was the son of William Riley Capps and Forest Rose Kellough. He married Eva Rochell on December 27, 1912, in Hickman Co., TN, and they were the parents of Christine Capps Lowe (1916-2007) and Joe Capps (born circa 1915). Raleigh married Lemma McNabb on January 25, 1922, in Hickman Co., and they were the parents of Felix Leonard Capps and Raleigh S. Capps, Jr.

Raleigh was a livestock dealer at the Union stockyards in Nashville, TN.
