He was born August 20, 1919 in Clay County, the son of Ira Enoch and Bertha Dale (Galloway) Carter. He married Grace Mullins. He later married Alice Carter September 12, 1961. She survives in Newton. Mr. Carter was a self employed farmer. He was a member of Headyville Christian Church.
Survivors include a son, Gary (LeeAnn) Carter of Ingraham; sister, Melba Carter and Z. Alice Carter, both of Effingham; a grandson, Jay Carter; and two great grandchildren.
He was preceded in death by his parents; two brothers (Raymond and Alva Carter) and sisters (Dora Specht, Dolly Specht and Mary Gust).
Funeral services were held Saturday, December 15,2007 at Neal Funeral Home.
