Joe received a B.S. degree in August, 1957 & a M.S. degree in 1965 from Prairie View A&M College (now University) .
For over a decade Breckenridge served on the Jasper Independent School District Board of Trustees, and before that Breckenridge was a longtime and highly respected black educator, most notably serving as Assistant Principal of Jasper High School beginning in the late 1960's following integration when the old Rowe High School was combined with Jasper High School.
A wake for Breckenridge was held Friday, from 6:00 p.m. to 8:00 p.m. at Coleman's Mortuary in Jasper. Funeral Services were held Saturday at 11:00 a.m. at Evergreen Baptist Church. Interment followed at Cold Spring Cemetery.
