Milley was the daughter of William P. Oliver and Martha Ann Hunt. She married Michael Steven Collins on 20 Feb 1868 in Oregon, Missouri. They were the parents of five children: Charles Collins, William Mason Collins, Goolman F. Collins, Marvin Payton "Doc" Collins and Minnie Belle Collins.

Her husband and three sons survive her. She was a member of the Baptist church of Hastings, whose pastor, Rev J E R Folsom, conducted the funeral servies last Tuesday at 2:30.
