US Senator. He served in the United States Senate from the state of Georgia from January 3, 1997 to January 3, 2003. He graduated from both Stetson University and Emory University, where he earned his master's degree. During the Vietnam War, he served in the United States Army and was awarded both the Silver and Bronze Stars for valorous action in combat, including during the Battle of Khe Sanh in 1968. From 1971 to 1975, he served in the Georgia State Senate. In 1977, he was appointed the administrator of Veterans Affairs by President Jimmy Carter and served in this capacity until 1981. In 1982, he was elected to the office of Georgia Secretary of State and served in this office until 1996. In 1996, he ran, as a Democrat, for the United States Senate seat that was being vacated by retiring Sen. Sam Nunn and was successful in the November general election. He went on to serve one term before losing his re-election bid to Republican Saxby Chambliss in 2002. During his Senate tenure, he was viewed as a moderate. After his term in the Senate, he went on to serve on the board of directors of the Export-Import Bank of the United States from 2003 to 2007. In 2009, he was appointed by President Barack Obama to be the Secretary of the American Battle Monuments Commission and served until 2017.
