Simeon was born in about 1840 in Georgia per the 1850 census where he lived with his family in Houston County, Georgia. His father was Arthur Horne and his mother Mary. His father was a blacksmith.

He moved with family to Florida in 1856 and was living in Hamilton County in 1860. He was living with the Teresa Taylor family and he was recently married and with his wife Emily. Simeon enlisted on December 3rd 1861 at Fernandina, Florida in Company E of the 1st Special Battalion, Florida Infantry. This later became Company B of the 10th Florida Infantry. He was 4th Corporal. He was present on muster rolls through February 1863. He reenlisted May 1863 at Ricoes Bluff and was sick in quarters July to August muster roll. He was present on muster rolls September to October 1863. He was present on muster rolls through December 1863. Simeon was transferred to the navy on May 2nd 1864.

After the war Simeon returned to his wife and children in Hamilton County, Florida and were living near Jasper at Belleville Post Office area in 1870. He had 5 children at this time and he was a farmer.
