US Army Officer. A career officer, he attained the rank of colonel before he retired at the start of World War II. The son and grandson of generals, Ruggles graduated from Yale University in 1900 and was commissioned as a second lieutenant. A Field Artillery officer, His overseas duty included tours in China and Alaska. His military education included the Command and General Staff College and Army War College. He served in the Philippine-American War, World War I, and World War II. Ruggles' awards included the Army Distinguished Service Medal, Silver Star (2), Purple Heart, and foreign decorations from France, Poland, and Peru. At the start of World War II he was the senior instructor for the National Guard's 43rd Infantry Division, which was headquartered in Hartford. When the division was federalized for wartime service, he was appointed Chief of Staff. After the division traveled to Florida and Mississippi to complete its training, Ruggles retired and returned to Connecticut.
