Charles Thomas Russell was adopted by William Oxenford and his wife Lavina Cross.

He ran off to Europe for about a year, and returned from Liverpool, England to Philadelphia on 10 February 1904, traveling under the name Charles Russell.

Charles Oxenford married Rose Marie Delaney about 1904. The couple lived in and around Pottstown and had 12 children.

Shortly after his wife's death, Charles moved to Los Angeles and resumed using the surname Russell.

POTTSTOWN, Pa., Jan. 7.—After over a year's mysterious absence, during which no tidings were had of him, Charles Oxenford, aged 18, was heard from this evening by his parents. A letter from him says he is ill in a Liverpool, England, hospital, and that he will return home as soon as he recovers.

In the letter he says a clipping from The Philadelphia Inquirer, with his picture, and telling of his parents' anguish over his absence, was given him by a companion and caused him to write home. He has visited almost every country in Europe since his departure.
