Waylon was the son of the late James Gilbert and Elsie Blakeley Kelly. He was married to Rachel Marie Bullard Kelly. He was preceded in death by his sister, Phyllis Kelly Womble. He was survived by his wife; son, Ned Waylon Kelly, Jr., (Tracey); daughter, Tammie Kelly McLean (David); six grandchildren; three great-grandchildren; brother, Ronald Kelly (Kay); sister, Shirley Kelly Coulter (Phillip); and several nephews and nieces.
