Joel was the son of Moses Hamilton (d. 1841) and Nancy Fain. He married Martha A. Cox in Polk County, Georgia on 20 January 1859. They had at least one child, Sarah Alice.

He enlisted on 11 March 1862 as a Private in Company "D" (the "Polk County Rangers") of "Phillip's Legion," a combined infantry and cavalry regiment raised in Georgia. During his time in service, the regiment operated in South Carolina and Virginia. His brothers James W. and Moses served with him in Company "D".

Joel died of "Small Pox," per Cemetery records, at the "Small-Pox Hospital," located at the corner of 25th and Cary streets. His grave is unmarked.
