Colonial Massachusetts had a system of government in which they elected their governors under self-governing rule. The 13 Colonies asked the Continental Congress to direct the war and Congress, unexpectedly, became the governing body of North America. On May 15, 1776 Congress advised Colonial Massachusetts and all the other colonies to form governments for themselves and write their own constitutions. Colonial Massachusetts was used to self government and kept its existing charter as their constitution. Massachusetts was the 5th of the original 13 colonies to become a state on January 9, 1788
