Vance was born in Maryland on October 14, 1967 to James and Jayne Andre. He was employed with the Engineering Group of Southeast. Vance was a loving and dedicated father and family man. He found joy in spending time with the people he loved. Two of Vance's favorite things to do was taking rides in his Jeep with his daughter Sarah, and watching his son, Forrest, play his saxophone and attending his concerts. He also enjoyed going fishing off the dock at Deer Point Lake, watching Scottish Football, and adding to his pipe collection. Vance will be deeply missed, and his kind, gentle spirit will always be remembered by all who knew and loved him.
