He was born July 16, 1949, in Kansas City, Mo. He attended public schools in Kansas City and was a 1968 graduate of North Kansas City High School.
Mr. Baxter had worked as a computer operator at Kansas University from 1979 to 1982 when he retired because of a disability. He had lived in Lawrence and had returned Aug. 4 from Missoula, Mont., where he made his home the past three years.
Survivors include his mother, Ethel Marie Blackburn, Lee's Summit, Mo.; a brother, James Earl, Kansas City, Mo.; and six sisters, Christina Frans, Sandra Glesse and Connie Pacheco, all of Kansas City, Mo., Faye Coffman, Liberty, Mo., Donna Driskill, Lee's Summit, Mo., and Marsha Jessee, Lawrence.
